Sustaining Africa’s Agrifood System Transformation

This report reviews achievements in agricultural policy, identifies gaps that African decision-makers still need to address, and discusses the broader institutional, regulatory, and political factors that condition policy choices.

What policies are needed to harness the potential of the African agrifood systems for broader economic transformation? The 2020 Annual Trends and Outlook Report (ATOR): Sustaining Africa’s Agrifood System Transformation: The Role of Public Policies focuses on the policies required to transform African agrifood systems to meet their potential. It was published by the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) in November 2020.

Sustained growth and improved governance in Africa’s agriculture sector are critical to meet the continent’s development goals. This includes creation of decent jobs for youth, nourishing growing cities with healthy foods, promoting resilience, and catalysing domestic revenue mobilisation.

The report provides an in-depth review of the evolution of agricultural sector policies over the last five decades, a systematic analysis of traditional input constraints on agricultural productivity, a discussion of policies needed to bolster competitiveness along value chains and of factors that shape the broader enabling environment needed for agrifood system transformation. 

It serves as the official Monitoring and Evaluation (M&E) report for the Comprehensive Africa Agriculture Development Programme (CAADP), tracking progress on over 30 CAADP indicators.

As African governments scale-up efforts toward the implementation of Agenda 2063 and the Malabo Declaration, the findings of this report are critical to reflect on what has worked in the past and to identify concrete policy approaches required to advance opportunities for sustained agrifood system transformation in the coming decades, the authors write.
