Zambia's agriculture will not be developed unless specific packages of measures are implemented in tandem with massive capacity development efforts. These measures must improve productivity and distributive justice, and at the same time increase resilience to climate change and economic shocks.
After the many failures of government implementation in the past this will require increased engagement of the private sector. Furthermore, it is vital that farmers become proactive and regain the ability to make their own decisions.
