Strategies for territorial or regional development have enjoyed upwind in recent years. In contrast to sectoral approaches they better accommodate rural-urban interactions, amongst other things. The World Development Report 2009 views regional development mostly as a means to strengthen the agglomeration advantages of modern urban industrial clusters. The present article, on the other hand, advocates that economic and social functional spaces of poorer households should form the basis for territorial development efforts.
