Switzerland and Ghana agree on a climate protection project
The Swiss-Ghanaian climate protection project will be implemented under the climate protection agreement. It will promote climate-friendly, low-methane rice production techniques.
In 2019, the Federal Council adopted the climate package for the federal administration, which calls for the latter to cut its greenhouse gas emissions in Switzerland by half by 2030 (compared to 2006), and the Federal Department of Defence, Civil Protection and Sport by at least 40 per cent compared to 2001. The remaining emissions are to be offset by climate protection projects abroad between 2021 and 2030. On 12 November 2022, Switzerland and Ghana signed the first such project.
The aim of the project is to promote climate-friendly rice production techniques that produce little methane, a greenhouse gas that is much more potent than CO2. It is expected to save more than one million tonnes of CO2 equivalents by 2030. Ghana will also benefit beyond that date through a better supply of climate-friendly food.
This project is implemented by the United Nations Development Programme.
Offsetting guidelines
The federal administration's offsetting of emissions by means of projects abroad must be realised through emission reductions that are recognised by the Paris Agreement, meet high ecological and social (human rights) standards and contribute to sustainable development. The climate protection agreements also oblige the two signatory countries to use a method that excludes any double counting of emission reductions. These quality requirements also apply to the voluntary offsetting of greenhouse gas emissions by the federal administration. The Federal Council has entrusted the Federal Office for the Environment with the centralised acquisition of emission reductions.
