Constitutional law and land law in Cambodia are not yet satisfactorily tailored to the needs of a policy that will give all citizens the possibility of accessing land. A public-sector land ownership that cannot be transferred to the private sector has to be created and optimised, together with the implementation of a sustainable land-use planning system.
