NGOs criticise the development policy concept of German development ministry

The development policy association of German NGOs (Verband Entwicklungspolitik deutscher Nichtregierungsorganisationen, VENRO) has sharply criticised the Federal Ministry for Economic Cooperation and Development (BMZ). The association has analysed BMZ’s „minds for change – enhancing opportunities” concept presented in August 2011, and published its critical review in November 2011.

VENRO concludes that while the policy concept claims to put forward innovations, no convincing answers are given on what development is to look like in future.

Instead, the concept falls back on old formulas of the 1950ies, which chiefly emphasised just economic growth. Important development policy issues such as rural development are completely ignored in the paper. It all boils down to mainly promoting the elite layers of society in developing countries. The poorest of the poor are not even looked at as potential target groups.

The procedure used to draw up the paper also met with VENRO’s criticism. No other organisation was consulted before publishing the paper and translating it into four languages.
